How long does one charge last?

That depends entirely on the speed. On the lowest setting a fan like this runs for many hours; on turbo it will be a fraction of that. The battery percentage on the display is the useful number.

Is it loud?

At low and medium speeds a brushless motor is genuinely quiet — usable in a meeting. At the top speed you can hear it, as you can hear any fan moving that much air.

Can I use it while it charges?

Only if the manual says so. Many small fans allow it; running one at full speed while charging generates heat in a small battery and is worth avoiding either way.

Is the neck strap comfortable for long wear?

It is a lanyard rather than a moulded neckband, so the fan hangs on your chest rather than sitting on your shoulders. For an hour it is fine; for a whole day, the desk and handheld modes are more comfortable.

Does it come with a charger?
